rate-limiting is on again

I’ve turned outbound rate limiting on experimentally again. This is mostly as a protection against me receiving insanely high EC2 bandwidth bills by accident: Amazon EC2 charges per gigabyte, so I’m more concerned about the total data transferred by users rather than any particular burst/smooth pattern: that is you can transfer 400mb at 1mbps if you want. or you can transfer it at 200bytes/sec for the whole month. as long as you stay under quota. I really want to figure out a better way to do this.
